Everyone says that family law is local, right? Well, tell that to Robert Sand, the "Nation's Most Wanted Deadbeat parent." The US Department of Health and Human Services launched a "Deadbeat Parent" website to assist the public in bringing them to justice. The Federal government had issued a warrant for his arrest in 2010. Sand was arrested while trying to enter the Philippines without proper identification in November, and was deported to Los Angeles.
Sand, who owed approximately $1.2 million in child support, pled guilty on February 22 to evasion of support, after spending more than 20 years both avoiding payments and escaping from the country. For the last 10 years, he lived in Thailand ran a business, the income from which accrued to a total of $1 million in back payments. He faces up to 4 years imprisonment.
The Pennsylvania Child Support Enforcement Program is integrated into the Federal Title IV-D program to allow for a uniform collection of support funds and enforcement of support orders. As Sand discovered, there are several means of enforcement, ranging from wage withholding to prison. If Sand lived in Pennsylvania, in addition to the jail time he received, his name could be published in the newspaper (for being more than 30 days late), his federal and state tax refunds could be offset, a lien could be placed on his property, and he could even lose a variety of licenses, including his drivers or hunting license.
