Pennsylvania Has Nation’S Highest Child Support Collection Rate

According to a recent Washington Post article, Pennsylvania has the nation’s highest child support collection rate. In 2012, the state collected just about 85% of court ordered child support payments, while across the nation only about 60% of child support money is actually collected each year. So, why is the state of Pennsylvania so successful at collecting child support payments, you may be wondering. Well, one of the reasons, as pointed out in the Washington Post article, may be because the process is almost completely automated and thus very well regulated. Pennsylvania has set up a State Collection and Disbursement Unit (SCDU) which as the name implies, collects and disburses all child support payments.

Almost all states have some similar automated system to the one used in Pennsylvania child support cases, but no state is as successful as PA in the actual collection of the payments. The SCDU doesn’t leave one parent waiting each month to receive a check in the mail from the parent ordered to pay child support, like what happens in many states. The system is set up in such a way that it actually works.

Part of the reason that it is so efficient is because the state has implemented the Pennsylvania Child Support Enforcement System (PACSES). PACSES is a statewide computer system which is used by each township to monitor and regulate the payment of child support within its boundaries. For each PA child support case, the system maintains the personal and payment information for both the parent paying child support and for the parent that is collecting child support on behalf of their child. This same system is used to ensure that the monthly payments are made, and if payments are not made the appropriate personnel are notified in order to enforce the Pennsylvania support order.
